According to Octopus Energy, this is indeed a scam: my wife recieved a call from someone claiming to represent Zinc Group on behalf of Octopus Energy, but she refused to complete the ID and verification process over the phone; they insisted on discussing the matter only after verification, which raised suspicions, and Octopus Energy has flagged this as a potential fraud
