It's clear that this is a total scam, the same people who claim to be from Utilities, continously changing their number, if you call them back anonymosly, the recorded message reveales their true identiy, they are relentless in their pursuit, often calling about loft insulation or heating solutions, be aware, they can be abusive if questioned, I've marked them as scam in my call list, succesfuly avoiding their tactics
