Investigation into this number has confirmed my suspicions, as highlighted by the comments above, indicating that the number, despite having the correct length for a 0161 number, contains invalid digits, a hallmark of scamming activity.

专家点评
The number +441615245327 appears to be a common source of scam and cold calls, often masquerading as energy advisers. Callers typically claim to be offering free loft insulation inspections or advice, but are likely trying to sell a product or service. Many users report that the calls are automated or come from a noisy call centre, and often hang up immediately if the recipient answers. Some callers identify themselves as "Helen" or claim to be from a legitimate-sounding energy advice company. If you receive a call from this number, it's best to block it and avoid engaging, as these calls are likely to be time-wasters or scams. If you do answer, remain cautious and ask for the caller's company name and details to verify their identity.

There was a delay in answering when I picked up the phone. A woman inquired if I had received my home energy assessment and whether I owned my home. I chose not to answer her questions and asked for her company's name. She stated she represented various companies. After I pressed for the name again, she hung up. This clearly seems to be a scam call.
A woman named Helen mentioned something regarding energy conservation. I set the phone down and let her talk to herself.

Another instance of time-wasting callers who didn’t leave a message. Hopefully, it’s costing them a fortune.

For calls you don’t recognise, staying silent is key. 90% of the time they hang up. If genuine, they’ll speak up. Works for me, though I don’t always recogise.

An energy adviser claimed that the British Lung Foundation reported loft insulation might lead to lung problems. Their website cautions that this is a scam - it's an insulation firm trying to sell their products.
