Those cues line up with classic scam tactics and caller ID spoofing. Even users on the do not call list report the same pitch, pointing to a telemarketing operation rather than an official Google contact. Hang up on unsolicited requests, verify any alleged Google communication through official channels, and report the number to your carrier or the FTC.
As a general rule, I do not answer calls from unknown numbers, instead opting to listen to any potential voicemail and return the call if necessary
