Synchrony bank, representing JCPenney's credit card department, contacted me regarding a credit card issue, which was resolved after I returned their call to the 800 number they provided
The call is from JC Penney card service, if you pay your bill, they wont call, it pretty easy, people are to scary to pick up the phone.

It's likely that your mother-in-law misheard the caller's identification as GE Money, given her difficulty with hearing. Perhaps the person on the phone clearly stated they were from GE Money, but it was misinterpreted. This seems like a plausible explanation.
